Even though I enjoy Apocalyptica, it feels a little "old" for Blame´s mood.
Cello doesn´t exactly sound like a post-apoc modern world instrument, but that´s just me.
There´s a bunch of good stuff that can easily be related to Blame!, like Tricky and Portishead. Moody and very few lyrics, sometimes no lyrics at all.
Check it out, it´s great.

I think:
Static-X:
Otsegolation
Trance is the Motion
Invincible
Sweat of the Bud
Transmission
Combichrist:
Today I woke to the Rain of Blood
Anatomy
Turmoil
KMFDM:
Ultra
Megalomaniac
Deftones:
Anniversary of an Uninteresting Event
Hexagram
Hole in the Earth (I don't know where it could be used, but I somehow think it's appropriate...especially considering that if Killy doesn't find the NTG child, the builders will make the Earth's mass unstable and it will implode )
Mainly some moody, lyricless industrial stuff for the most part. (Like that track in OVA Log 3 when Cibo is talking to the president's clone in the lab).
And who knows? Maybe even some E Nomine, Kovenant, and some NIN for some parts. And yes. Definitely some Aphex Twin

Anyone ever heard Algol?
Russian music, Kinda noise, kinda dark, kinda ambient.
No lyrics, outstanding work.
Also, listen to Antero Tienaho, VERY spooky, it makes you feel like you are inside this living biomechanical structure.
http://www.last.fm/music/Antero+Tienaho
There you can download his music frei.
And for last, Kave
http://www.last.fm/music/Kave
Sounds of intense, ghostly atmosphere.
Also for free, it´s all great, I promisse.
