I'm pretty sure they know Omanga's scanlated it into English. In fact, it's entirely possible that they noticed the series because of Omanga. But someone up there in the corporate ladder figures they can still sell enough of it to turn a decent profit... it's as simple as that.

It's gotten better as the market has grown. More and more manga translations are printed unflipped, with decent translations, and even with the original sound effects. I'd like it if they didn't mess with the covers too, that's really the least of the content.
Edit: I know who TP's translator is for BLAME! and I'm sure that will be high-quality, at least.

I haven't read the previous posts, but I think it's awesome. The link didn't work for me, but I'm a little bit surprised that Tokyopop licensed it. I mean, DC Comic's sooo much better to pick up unpopular series. Though I haven't even heard of most of Tokyopop's ones...
