Dhomochevsky: He isn't responding to the communication frequencies. He's in battle mode. This won't end well. Iko: Wait a moment. The retina scan wasn't rejected. There are traces of registration code erasure! Also, when Killy get's his final suit he's retina scanned into hat is suggested to be a safeguard cache of weapons and gear. |

Because at one point, one of the Governing agents said Killy was from a pre-safeguard system. |

He seems like a Control Authority version of the safeguard to me. In my personalopinion, I think Killy was simply still regaining his powers, most of them being reactivate by Sanakan later. |
