Yeah its not an armor. The physical protection is Killy's job. This suit is designed to protect the NTG carrier from the nanomachines(or the "poison" of the silicon people). This caused the death of the first carrier in the 1st volume.
I think that in the 1st volume Killy doesn't know anything about that the silicon people can destroy NTG carriers with "poison" (or nanomachines or whatever XD)

i think it's open to interpretation. i studied semiotics last year (hardly passed) and i can tell that it can be interpretated in both ways.
