People should be able to give negative feedback regardless of whether they're artists or not. It should just be constructive criticism rather than a blunt put-down.
So to take my own advice: Yeah, the eyes are definitely the main fault in this picture - they're too far apart, and he's come out looking like a bit of a neanderthal as a result. It looks to me like one of those errors that you never notice at first because you've been staring at the picture too long, and a good way to avoid that (which I use myself) is to turn the paper over every so often and hold it up to a light so you can see the drawing reversed - you'd be surprised how many flaws it can reveal.
