Nice atmosphere, and yes, it does look like a cross between Bladerunner and Witch Hunter Robin. Unfortunately WHR was not a good series and EP seems to be making the same mistakes. Slow, awkward pacing with unintelligible mystical psychobabble.
Maybe I'm not being fair, having only watched four episodes, but a good series should grab you by this point and yank you into the story, whereas Ergo Proxy has only slightly piqued my interest so far.
Decent animation, though not the best I've seen and could use some more....uhm, animation. In some parts they go cheap and have everything static.

Um.... yes I like it 
I think I watched shinsen subs a while back, I rented a couple of the dubbed DVD's not long ago and it just wasn't the same without the extra info that the fan sub had
