Indeed she is NOT Cibo, we've adressed this several times before. The anime has no say on anything important because Nihei mostly had nothing to do with it. Besides, in the artbook it says that the girl is Iko and her dog is the fish. I don't really believe either way, but the artbook is probably a better source of information than the anime.
