Very good idea. I lost it, too. We could make it a combo work. Also I think mostly a little description should be enough, we can add some pics later.
Here are some character descriptions, the names are?
Zouichi - our hero with the motorbike, works for Toha Heavy Industries
... - Zouichis little electronic humaniod backup
... - Zouichis female companion, with motorbike too
... - her little electronic humaniod backup
... - little electronic backup from the dead Toha- agent
Ion Green - girl, crossed over by Zouichi, but she regenerated instantly; posses immunity to virus; everyone wants her
Kozlov - the bear
... - the female warrior with bandages all over her body; first hostile, later protecting Ion Greens capsule on the space elevator
Narain - big, alien-like, octopus-like creature, head of ... (DRF?); in something like the cyberspace (recent scanlated chapters) he looks like a typical white haired Nihei-guy; melted together with Nyaldee he looks scary and shoots brainwaves out of his head
Nyaldee - Narains enemy; wears the white mask with 2 big black round holes for eyes, one triangular opening for her mouth; works for the other company (...?)
Higaide - I think its PLUG's avatar; Silicon-creature-like guy with white helmet (underneath blond/ white hair, prince charming face)
... - the girl he was with in chap 35 ---> who is she?
some more villains are missing I think

MY EDIT:
Kanoe Zouichi - Our hero on the motorbike, a synthetic human and agent of Toha Heavy Industries. He has 14,5 hours to find and protect all adaptees before the whole world is infected with the N5S virus
Kanoe Fuyu - Zouichi's A.I. partner, resides in his bike.
Mizonue Nishu - A female synthetic human agent of Toha Heavy Industries, of the same type as Zouichi. She rides a special bike with extra „spider“ limbs that can act as a parrying device or shield, grab things, etc.
Mizonue Shin – Nishu´s A.I. support.
Yion Green - One of two (possibly three) immortals in Biomega (the other being Reload and possibly Nyaldee, though the latter's status as a true immortal has yet to be confirmed). She possesess a super-regenerative healing factor and naturally secretes pollen spores which Nyaldee seeks. First seen living on 9JO island with Kozlov, seemingly having been put there by the DRF's founder, Loew, to keep her out of harm's way. She was kidnapped by the PHS.
Kozlov (El) Loewic Grebnev - A talking bear, seemingly an artificial life form, the "son" of Microvolt's/Data Recovery Foundation's founder Loew Grebnev. First seen living with Yion Green on 9JO island, last seen observing the growth of the Recreator from a DRF blimp.
Kardal Spindal - Agent of the PHS, seemingly second in command under General Narain. She uses an offensive/defensive semi-organic „evening dress“ body suit. Last seen assisting Yion Green's escape.
General Narain Megnard - Originally "recruited" by Nyaldee back when the DRF was known as Microvolt, he was the turncoat head of the Public Health Service. Fearing Nyaldee and her powers as well as his own mortality, he changed himself repeatedly, hoping to immunize himself against her mind-reading. Last seen being controlled by Nyaldee, attempting to make Yion Green's spores make contact with the reverse-phase imaging polymer, so that all drones become human again.
Nyaldee - The last Overlord of the DRF. Her "earliest" appearance is with Microvolt/DRF as a young girl, her psychic powers (manifesting as ethereal "worms") make her exceedingly dangerous. She understands everything she touches. The locations and intentions of anyone touched by the spores, are never a secret to her.
Wearing all white and a mask, she was last seen merged with Narain, and seemingly in control.
Higaide – The Patrol Officer
Vief Chiena, former employee of Zeru laboratories, has the same retina as Yion Green...
Dr. Mamura Kurokawa – synthetic humans chief engineer, his daughter the virtual „mother“ for the synthetic humans.
Hinoto Taira – A.I. partner of Gou, who was killed by the Patrol officer, forcibly made to escape via a rocket, by Gou
Microvolt – Company. Does research in the fields of medicine and immortality, offered life prolonging through braintransplant. Changing its name several times (Zeru Labs) it became the most dominant company int he world, now called the DRF. Original founder is Loew Grigorievic Grebnev.
PHS – Officially Public Health Service. Cooperating with the DRF in the complete humanity conversion project. Investigating the N5S Virus since before the mars probe.
CEU – officially the Compulsory Execution Unit (execution as in enforcement, not necessarily killing). A suborganization deployed by the PHS. Born to reinforce the authority of the office. Ostensibly purifying the <drone disaster>. A virtual army ?
MSFC – Maximum Security Containment Facility
Reverse Phase Imaging Polymer – This Liquid reacts to the geometry of inanimate matter and restructures it.
All things affected by the polymer, be it buildings, electronic devices, or magnetic media are changed in accordance with some sort of code. The ovule ripens according to the wishes of the host.
International Mooring Cable – A beanstalk elevator/skyhook. Closed and sealed by Loew.

@DocSeuss: The english wiki has quite a lot info about Blame!, counting in that Wikipedia is just a general source. Many other topics can be found in this forum. But imo there are too many opinions and/ or possibilities of interpretation, to build up a Nihei wiki. You would need one line for a fact and two whole sites for questions.
@Thread: I appretiate your effort, thanks! (some guys got back to my memories now)

I noticed a few errors on this:
The mysterious Patrol officer from the first volume belongs to PHS.
Also, Udan Rikan belongs to DRF HQ rather than PHS.
I made a couple of alterations to try and make it more accurate overall.

The writer compares the weapons of Blame! several times with the weapons of Biomega.
Zouichis gun is not similar to the Gravitational Beam Emitter in Blame!.
It uses an electric charge to fire a bullet. I think it is some sort of railgun that uses magnetic forces to propel the bullet, which is a common concept in cyberpunk fiction.
The swords used in Biomega are not like Safeguard swords. In fact they are quite normal swords as far as i can see....
Also we dont know if the patrolofficer had a chainsaw in his hand. We see that he somehow opens the door with his hand and that sparks are created in this process, but how he actually does it, can not be seen...
Also the giant cannon in the big battle uses brainwaves. Not gravitational forces.
Although i still dont understand how that is supposed to work. The same with Narains brainwave attacks.
Did Nihei borrow a bit from Akira or what ???

I'm actually quite certain that the Patrol Officer has a chainsaw in his hand. Before he opens the door and generates sparks doing so, some sort of mechanism on his fingers activates and makes a noise indicated continuous moter:
Also, the same a as seen when he strikes Zouichi's helmet:
Also, in my opinion, the swords seem to have similarities with Safeguard swords, shown when
 Spoiler
Udan Rikan decapitates Dr. Wildenstein from a distance:
But, then again, it could be a demonstration of Udan's Speed?
If it is the latter, the swords may feature similarity in the respect that they seem to have offensive electrical properties.

Also possible that Nihei just uses a dramatic way of drawing his stuff.
Speed is always an important theme in his works (the highspeedcombat in Abara, Schiff and Safeguards in Blame!, Zouichi shooting down a bunch of PHS troopers before they are even able to react, etc.).
I am not really convinced by your argumentation.
For instance when Killy fights Schiff, there were also sparks flying around and he had certainly no chainsaw....
Im not sure what happens really in these panels:
What do the sound effects actually mean ??
(And why does evil genius give no translation for the soundeffects anymore ?)
